Biography:

Pam is the founder and a principal of The Blackshire Group LLC. She has over 29 years of experience in healthcare operations, program development and support in the public and private sectors. Her accomplishments include restructuring and establishing clinical and non-clinical programs, writing and evaluating proposals, strategic planning, compliance and program integrity. For clients and former employers, she has developed strategic partnerships in various arenas. ​

Pam served as Deputy Director for Delaware Health and Social Services, Division of Medicaid and Medical Assistance, providing leadership for the Long-Term Care, General Medicaid and Waiver programs. She was integral to 4 Medicaid managed care organization start-ups, including one accomplished in 45 days. Pam served as a Director of a Medicare Advantage plan in two states and as Delaware Agency Director of a publicly traded home health and personal care company. ​

Earlier, as Principal, Chief Operating Officer, Chairman of the Board of Directors and Senior Vice President for Strategic Partnerships for The Managed Healthcare Group (MHG), a consulting and outsourcing practice, Pam wrote the application to the Ohio Medicaid and Insurance Departments to establish a Medicaid program. At MHG, she also provided consulting and outsourcing services to various clients, including hospital systems, provider groups, third party administrators, charities, attorneys, and community agencies.

Pam earned a Bachelor of Science in Nursing from Temple University, and a Master’s in Business Administration from Philadelphia University.  She is a Founding and Charter Member of Kappa Chi Chapter of Sigma Theta Tau, International Honor Society of Nursing.

Pam currently serves on the Delaware Board of Nursing as Vice-President and chairs the Assistance With Self-Administered Medications subcommittee (AWSAM). She served on the National Board of Nursing Committee on Long Term Care, and as the Delaware Delegate to the National Council of State Boards of Nursing.   Pam donates her knowledge and time to various community and charitable agencies, and was a healthcare advisor to two Delaware Legislators. Pam became a member of the Temple University College of Public Health Board of Visitors in 2019.
