Biography

Lindsay K. Cloud, JD, PhD, is an Assistant Professor in the Department of Health Services Administration and Policy at Temple University’s Barnett College of Public Health, an Assistant Professor of Law (by courtesy) at Temple University’s Beasley School of Law, and Deputy Director of the Center for Public Health Law Research. Her research examines how law and policy influence population health, with a particular focus on injury and violence prevention.

Since joining Temple University in 2013, Dr. Cloud has helped build and advance the methods and practice of legal epidemiology, developing tools and methods for scientific legal mapping, leading multidisciplinary research studies, and training government agencies, researchers, advocates, and practitioners in the rigorous study and use of law and policy as tools to improve health. She has also played a key role in major legal data infrastructure initiatives, including LawAtlas, the Prescription Drug Abuse Policy System, and MonQcle.

Her primary research uses mixed methods to examine the implementation and effects of firearm prohibitor laws in the context of intimate partner violence in the United States. Her broader scholarship spans diverse areas of law and public health, including reproductive health, substance use, income security, preemption, civil commitment, domestic and intimate partner violence, and firearm regulation. Dr. Cloud currently leads and contributes to research supported by the Centers for Disease Control and Prevention, National Institutes of Health, and Robert Wood Johnson Foundation.

She is licensed to practice law in Pennsylvania and New Jersey.
