Biography

Dr. Cheryl Oakman joined the faculty of Temple University’s School of Social Work in July 2014. Prior to this, from 2006-2014, she served as adjunct faculty in the Masters of Urban Studies Program at Eastern University. Dr. Oakman has over 39 years of professional experience in social work, having spent most of her time working in the youth services field through nonprofit organizations. Aside from academia, she spent 16 years as Director of Education and Director of the Center for Youth Development, an initiative she established at United Way of Greater Philadelphia and Southern New Jersey, focused on building the capacity of youth serving organizations, and improving the quality of youth development, out-of-school time and mentoring programs, through professional development training and technical assistance. At United Way she also directed community impact efforts to assist youth in staying connected to school and pursuing college and career pathways. Prior to United Way she spent 18 years working with and on behalf of foster care youth aging out of the child welfare system. She has written and received numerous local, state and federal grants to support her work in numerous programs over the years.

She has a Bachelor’s degree in Social Welfare from the Pennsylvania State University; a Master’s degree in Social Work from Temple University; and a PhD in Social Work and Social Research from Bryn Mawr College, with a concentration in clinical social work and policy formation/program development. She is a licensed social worker, has a certificate in Nonprofit Executive Leadership from Bryn Mawr College, and was certified through Eastern University as an online teaching instructor. At Temple, she chairs the School of Social Work’s Macro Concentration Committee and serves as an active member of the MSW Online Committee and the Merit Committee. In the community she serves in the Biblical Counseling Ministry at Enon Tabernacle Baptist Church; as an appointed member, by Mayor Kenney, of the City of Philadelphia Department of Human Services Child Welfare Oversight Board; Advisory Council member of MENTOR, Big Brothers Big Sisters Independence Region; and member of the Program Planning and Risk Management committees of the Philadelphia Alumnae Chapter of Delta Sigma Theta Sorority, Inc. (first and former chair of the committees from 2006-2012 and second Vice President of the chapter from 2012-2014).
